Why Me?


Why, I am quite sure you will ask, am I qualified to be a Board Director for Bayview Water and Sewer District?

I can tell you what I am not:

I am not a professor but I do have a BA in Marketing and an MBA in Business.

I have not worked at any major utility companies but I have successfully managed an Apartment and RV Park for 10.5 years. I did so well with the property that a local business person decided that he needed to add the property to his portfolio.

I did know where to find the Bylaws for BW&S while so many were frantically searching.

I am not retired from a police department, fire department or a retired engineer but I have worked in the Hospitality field for over 39 years.

My name is Norma Jean Knowles and I am running for Position 1 for the Bayview Water and Sewer District. I prefer to be called Norma Jean.

We moved to North Idaho in 2003 and lived in Athol for 3 years. I worked three different jobs most notably or not, A&W Family Restaurant and The Rib Ranch. My husband Dean and I lived in a 19.5 foot trailer with two 100 lb. dogs and a crazy cat. May of 2006 I applied for and was hired as the Manager for Bayview Scenic Motel & RV Park. I remained working on the property until January of 2017. My working experience in Bayview includes working as a manager in five of the seven Marinas.

Volunteering has been a vital part of my lifestyle beginning in Wildflecken Germany with the Boy Scouts and teaching swimming once a week to Elementary students. Both Dean and I continued to give our time to the Boy Scouts while living in Savannah Georgia.

While in Athol I became a member of the American Legion Unit #149 Auxiliary, serving for five years, four of those years as Chaplain and I year as Vice President. I implemented the successful ABC Food Bank fundraiser “Pay It Forward” dinner.

In 2012 I ran for and was elected as Director at Large for the Bayview Chamber of Commerce, I am still on the Board, holding the office of Vice President. I was involved with other Board members taking steps to raise funds for the Chamber and stabilize our funds. Part of my duties have included organizing and preparing for the annual Bayview Daze event.

October of 2012 I assumed the duties of editor for the Bayview Bylines and remain the current editor. The Bylines is produced solely from the revenue created by those folks who advertise. Currently the Bylines is operating in the black.

Why vote for me?

·         My strength is in customer service

·         I believe employees are the forte of any organization

·         Having strong ties to the Bayview Community is a plus

·         By my running for this office I have offered you the voter a choice

·         Having a strong background of community volunteering.

With Don stepping down due to illness, BWSD has to find a replacement for Don’s position. This position will only be for the remainder of his term which is about two years. 

This position and selection has nothing to do with the upcoming election May 16th. 

This will be an appointed position by the remaining Board of directors. This position has to be filled by May 1st.

Bayview Water & Sewer Board of Directors.

Attention threat to our Rural Lifestyle again

Urgent notice to ALL Kootenai County rural landowners!

In his persistent campaign to become further enriched by creating HUGE, high density developments in our rural habitat, Swartout has pulled out all the stops this time!  His court appeal for zoning denial was remanded back to the KC Commissioners due to "ambiguous and subjective" language in the then, current zoning codes. Swartout's attorney Scott Poorman, has submitted to adopt NEW DEFINITIONS to the recently completed re-write and passed into law zoning ordinances. Can you see the blatant "conflict of interest" here?  Though equally subjective in wording, IF adopted, this could potentially subject ALL OF RURAL KOOTENAI COUNTY TO MASSIVE DEVELOPMENTS - COUNTYWIDE!!
It is IMPERATIVE that WE DEFEND AGAINST THESE CHANGES - or we may be DOOMED to accept our fate that even after all of our successful oppositionefforts, ALL CAN BE UNDERMINED by amending the codes that currently attempt to protect us from loosing our rural lifestyles to development greed.  Swartout has been busted by seeking favor with campaign contributions in the past.  He has failed to shove his intentions and goals down our throats due to our UNITED OPPOSITION!  His court appeal was essentially rejected due to "vague" language in the previous zoning codes.  HIS ONLY HOPE NOW is to create new language benefiting ALL DEVELOPERS eyeing our rural landscape with visions of subdivisions, golf courses and commercial centers.  Look no further than the Post Falls and Rathdrum Prairies as to how quickly open fields can transform into urban sprawl.  
There is a Public Hearing scheduled before the Planning and Zoning Commission on March 23 that can provide us with an opportunity to demonstrate that we, the rural taxpayers and voters are STILL UNITED in our efforts to protect ourselves from spot zoning.  We would like to express to the board that we don't want ANY of Poorman's proposed amendments to the codes neither considered or accepted!  As with previous Public Hearings, we are allowed to donate individual speaking time to increase the time for volunteers with prepared rebuttals.  Our main influence will be the physical attendance of as many interested and concerned rural folks willing to be present within the County's capacity to accommodate around 200 people.  Considering previous demonstrations of 500+ in attendance at each event, we should easily be able to fill the room - eh?  
We have PROVEN time and time again that public opinion counts.  PLEASE don't let this corrupting scheme sneak through!!  Attend and Unite!
